Charalampos G. Chrysanthakis is a professor of administrative science and administrative law at the Department of Political Science and Public Administration of the School of Economics and Political Sciences at the University of Athens. He was born in Athens in 1960. He graduated with honors from the Faculty of Law at the University of Athens in 1983. In 1990, he completed his doctoral dissertation on "The Res Judicata of Annulment Decisions of the Council of State," focusing on public law (administrative procedural law), and was awarded a doctorate from the same school. After 1985, he served as a research fellow at the Institute of Procedural Studies, and from 1986 to 1989, he was a special postgraduate fellow in the Public Law Department of the Faculty of Law at the University of Athens. Since 1991, he has been teaching at the Department of Political Science and Public Administration at the University of Athens, and since November 2003, he has held the rank of professor, specializing in "Administrative Law-Administrative Institutions." He currently serves as the President of the Department. His written work includes approximately one hundred and fifty (150) publications in the fields of Administrative Law, Administrative Procedural Law, Constitutional Law, and Fundamental Rights. Among his publications are studies on fundamental rights, educational legislation, administrative contracts (works, supplies, and services), administrative procedure, public servants, the collection of public revenues, the jurisprudence of the Court of Audit, legal practice legislation, administrative law in general, and administrative litigation. During the period 1990-1991, he served as a legal advisor to the Human Rights Department in the Special Legal Service of the Ministry of Foreign Affairs, focusing on representing the Greek State before the judicial bodies of the European Convention on Human Rights. He has participated in legislative committees for drafting a series of institutional laws, notably the Code of Administrative Procedure, the Code of Administrative Process, and the Civil Service Code. He has been a member of the Central Codification Committee and legislative committees for drafting laws in various branches of public law (indicatively: current legislation on supplies and services p.d. 59 and 60/2007 - incorporation of Directives 2004/17 and 2004/18 EC, legislation on the establishment and operation of the Management Authorities of the 3rd CSF, legislation on citizen communication through electronic means, telecommunications bill, participation in relevant committees of the National Telecommunications Commission and the Ministry of Transport and Communications / General Secretariat of Communications). He is currently a member of the Central Legislative Drafting Committee. He directs the journal "Theory and Practice of Administrative Law." Since 1986, he has been practicing law as a member of the Athens Bar Association. His work focuses on public and especially administrative law, both in extrajudicial and judicial contexts.
