Kalliopi Spanou
Kalliopi Spanou is a professor of administrative science in the Department of Political Science and Public Administration at the University of Athens and has served as the Ombudsman since 2011. She studied public law and political science at the University of Athens and the University of Picardy (Amiens, France), where she earned a Diplome d’Etudes Approfondies in Administrative Science (1983) and a Doctorat d’Etat in Political Science-Administrative Science (mention Très Honorable) in 1987. Her dissertation received an honorary grant from the French government for its publication (30,000 FF), and during her studies, she was awarded scholarships from the M. Stasinopoulos Foundation of Administrative Law and the Ministry of National Economy (Technical Assistance - NATO scholarship program). She has excellent knowledge of English and French and moderate knowledge of German. She worked as a Chargée d’Enseignements (1985-87) and Chargée de Cours (1987-88) at the University of Picardy (Amiens), France, and as a consultant at the OECD (OECD-TECO) (1988). In 1989, she was elected as a lecturer in the Department of Political Science and Public Administration at the University of Athens, subsequently becoming an assistant professor (1993), associate professor (2001), and professor (2006). She taught as a Professeur invitée at the Université de Versailles, Saint Quentin en Yvelines (1996-1997), and Université de Paris II (1995-96). In 1994, she was an Academic Visitor at the London School of Economics, Department of Government, and the Centre for European Studies, Nuffield College, Oxford, U.K. In 1993, with a scholarship from the American Embassy/USIA, she participated in the Summer Institute on the American Political System in Washington D.C., USA. In 1991, she received a scholarship as part of the CNRS/EIE researcher exchange program for the Centre des Recherches Administratives (Director J.-L. Bodiguel). She worked as a Study Advisor at the National Centre for Public Administration (1989-91) and as a scientific advisor to the Minister of Interior and Public Administration (1996-1997). Since 2011, she has been elected as the Ombudsman, having previously served as Deputy Ombudsman (2003-2011). She has participated in various committees on public administration and reform issues. She served as President of the Hellenic Political Science Association (2002-2004), a Board Member of the European Group of Public Administration, International Institute of Administrative Sciences (Brussels), and a Member of the European Thematic Network for Public Administration. She is a Research Associate at the Centre d’Etudes et de Recherches en Science Administrative (CERSA) in Paris, Université Paris II, and a Member of the international scientific committee of the Pacte publications, coll. Symposium - Grenoble. She has authored eight monographs in Greek, French, and English, edited five collective volumes, and translated two scientific books. She has published 26 articles in Greek or foreign collective volumes, 21 articles in journals in English, French, and Greek (e.g., Public Administration, International Review of Administrative Sciences, International Journal of Public Sector Management, Revue Française d’Administration Publique, Pole-Sud), and has led or participated in 10 research programs, both Greek and European. Her research interests encompass topics in public administration and public policy (administration-citizen relations, administration-democracy relations, administrative reforms, environmental policies, social policy, administrative dimensions of Europeanization, etc.).
