Emmanouil G. Gounaris

Emmanuel G. Gounaris, son of agronomist Georgios Gounaris and Penelope Gounaris née Alexopoulou, was born in Patras and raised in Lefkada. After completing his general education, he studied Political, Economic, Social, and Legal Sciences, as well as History, at the Universities of Vienna, Göttingen, Thessaloniki, and Berlin. In 1976, he was awarded a Doctor of Philosophy (PhD) from the Free University of West Berlin (F.U.). Since then, he has joined the Ministry of Foreign Affairs in the Expert Branch, where he serves as an Expert Ambassador. As an International Relations Specialist and Historian, he deals with issues related to the Law of the Sea, the Arctic, the Antarctic, and Geographical Names at the Ministry of Foreign Affairs, representing Greece as the head or member of Greek Delegations at International Conferences in all International Political Organizations concerned with these matters. Simultaneously, he teaches International Law and Diplomatic History at the Department of Mediterranean Studies and International Relations at the University of the Aegean in Rhodes. He has written numerous articles on International Law and Diplomatic History, as well as books and monographs in Greek, English, German, and Italian.
