The Organization of the Black Sea Economic Cooperation (BSEC) is currently undergoing a reform process of its institutional framework, with an emphasis on the decision-making mechanism.
The reasons for this reform effort concern multiple aspects of BSEC's operations: they stem from the common need in every international institution to periodically reassess existing mechanisms and extend to the need for adaptation to changes occurring in the international environment, which impacts the role of BSEC and its position in the broader region of the Black Sea and beyond.
The endeavor of institutional reform of BSEC is becoming more pressing yet challenging due to the additional reason that the Organization is composed of diverse member states, with different perspectives and methods of addressing regional cooperation.
