The Greek Nomarchy, as an ideological proclamation, constituted a milestone for the national awakening of the enslaved Greeks. Nomarchy, according to the author, is the law-abiding state that must be preceded by the acquisition of freedom.
He believes that the time has matured and defines the driving forces of the Revolution with exclusive support from the forces of the Greeks. Ultimately, he mercilessly lashes out at the enemies of the revolution, the exploiters of the people, the clergy, the Phanariots, the kotzambases, and many forgetful Greeks abroad.
