The text titled "On the Right Deviation in the Communist Party (Bolshevik) of the USSR" is a speech by Joseph Vissarionovich Stalin delivered at the Plenary Session of the Central Committee and the Central Auditing Commission of the Communist Party (Bolshevik) of the USSR on April 22, 1929.

This speech took place during a period when the Communist Party (Bolshevik) was orienting itself towards overcoming the NEP (New Economic Policy) and developing the collectivization movement in agriculture, the industrialization of it, and the elimination of the kulaks (land capitalists) as a class, the rise of the socialist industrialization of the country through the planning of the First Five-Year Plan, a policy characterized as the "policy of socialism’s offensive against capitalism."

A relevant decision was made by the 15th Congress of the Communist Party (Bolshevik) in 1927, which announced the collectivization of the agricultural economy. The "policy of socialism's offensive" met with fierce resistance from the capitalists who benefited from the NEP, particularly from the kulaks and the response of middle and lagging poor peasants influenced by them.

This social reaction was also expressed within the ranks of the Communist Party (Bolshevik) in its Central Committee and its Political Bureau, whose members included Bukharin, Tomsky, and Rykov, who formed an opportunistic faction that advocated for the indefinite continuation of the NEP policy.

In his speech, J. V. Stalin also references major disagreements between the majority of the leadership of the Communist Party (Bolshevik) and Bukharin regarding the line of the Communist International. Bukharin, as the president of the Comintern, shaped positions for its 6th Congress, which he distributed to other parties, even before they were approved by the delegation of the Communist Party (Bolshevik) of the USSR.

These positions implied that the revolutionary movement should enter a period of "concentration of forces" rather than preparation for the subsequent decisive battles, for a new revolutionary upsurge. While they maintained a tolerant stance towards the so-called "left" social democracy and the right deviations in communist parties.

This edition of the work by J. V. Stalin is a continuation in the publication series of texts from the period of socialist construction, an effort that will continue with the publication of other works.
