Citizens are required to adhere to the laws enacted by the state because the laws have mandatory force for everyone. The Constitution is the set of rules that defines the form of the state, regulates its organization and functions, and determines the limits of the activities of state authority toward citizens. Laws are passed by the Parliament and must be in accordance with the Constitution.

Greece acquired a monarchical Constitution in 1844, a liberal regime with the Constitution of 1864, and a parliamentary regime during the era of Charilaos Trikoupis.
