The concept of constitutionalism and the Constitution has been historically linked and continues to be associated with a fundamental idea: political power must be exercised according to statutory regulatory provisions and is subject to commitments or limitations.
Gradually, the concept, significance, and functions of the Constitution have been enriched and evolved. What was once a set of rules that organizes and restricts, impersonally, state power has been confronted with popular sovereignty. In recent decades, it has been perceived primarily as a system of principles that governs, overall and fundamentally, the regulation of social coexistence.
At the same time, in addition to being a fundamental law of the state, the Constitution also serves as a text that ideally represents the political organization of society and records the collective political values (freedom, equality, justice, solidarity, democracy, rule of law, etc.) that are shared by the participants in it.
