Undoubtedly, traffic is the most important institutional factor in the fight to reduce accidents. One of its main and fundamental preventive duties is the certification of violations of the Traffic Code.
From my many years of experience in traffic service, I have found that my fellow traffic officers face complex and diverse problems on a daily basis. One of these, and perhaps the most important, is the incomplete and incorrect certification of relevant violations of the Traffic Code. I consider it impossible, if not humanly impossible, for someone to know or remember, without assistance, all the violations of the Traffic Code and the consequences that each one entails. This fact caught my interest and greatly puzzled me.
To help and facilitate my colleagues, I am publishing this small handbook. Above all, it is user-friendly and practical. This is the gap that this project seeks to fill, in terms of writing. It would be more fitting to title it "The Eyes of the Traffic Officer" rather than "Handbook of the Traffic Code and Car Legislation."
