A migrant is found murdered in a public housing complex in Edinburgh: a racist crime or something entirely different?
In addition to the murder, Inspector Rebus is also occupied with other issues: his old police department has closed down, and his superiors would prefer him to retire rather than have him underfoot. However, Rebus is not going to grant them that wish.
As part of his investigation, he will visit a refugee detention center, deal with the filthy underworld of Edinburgh, and almost fall in love...
Meanwhile, his partner Siobhan has her own problems. A teenager has run away from home, and Siobhan is called to help the family, which means she will find herself closer than she would like to the web of a rapist.
How do all these connect to the matter of two skeletons - a woman and an infant - that were found buried beneath the concrete floor of a cellar in the Meat Market?
