The ambition of this book as a manual is to cover, through the compilation of various legal works, the main excerpts as well as the transmission of the author's personal experiences as a Pilot, Captain, and Political Scientist on the subject of Navigation, a real gap in Greek literature.
It also aims to show a path, certainly difficult but necessary for the Greek academic maritime community, to educate aspiring Pilots and current Chief Pilots/Pilots of the Pilotage Service of the Ministry of Shipping and generally those involved in the subject of Navigation, offering an effective depiction of the knowledge area related to Global Commercial Maritime activity, in acquiring the basic knowledge around the organizational structure and operation from its legal aspect.
The multi-faceted analysis and mainly the avoidance of a unilateral approach to the issue allows the reader to see the puzzle in as much a larger dimension as possible; it requires real art but also substantial knowledge and adherence to methodology, so that neither the tree nor the forest is lost.
For this purpose, legal education and reference to other fields of law such as Constitutional Law, Public International Law, European Law, Administrative Law, Public Private Law, Civil Law, Maritime Law Public and Private, etc., is imperative.
For this reason, it is argued that NAVIGATION is an institution between Public, Private, and European Law, which reasonably should not only belong to but is imposed to belong to the narrow Public Sector of the Ministry of Shipping.
Moreover, it will be a very important textbook for the entrance examinations of aspiring pilots in the pilotage service of the Ministry of Shipping so that they become familiar with the Law of Navigation as well as other related issues that are interconnected with the activity.
