Boar brushes are hard at first and need to be broken in. This can be done slowly, with each shave it will soften, but there is also a quick way.
After washing them 2-3 times with hair shampoo, put them in a cup of water up to the handle (if you want, add a little hair conditioner to the water) and put it in the refrigerator. After 24 hours, take it out, wash it again and rub it on a towel for 10 minutes. Back in the refrigerator with water and conditioner and the next day do the same. Do this for 4-5 days and the brush will be ready.
