That Dimitris Batsis was executed next to Nikos Beloyannis was not a coincidence. That a generation of Greeks ignored the existence of the book and its author was also not a coincidence: The "Establishment" had many and great guilt to be able to stand on Batsis' work and draw even a few lessons from it.
The reader will have no difficulty recognizing that in this study of 1947 the basic problems of development of a dependent and underdeveloped country, a regional country as we would say today, are presented, and scientifically founded and specific solutions are proposed. (Elli Pappa, from the introduction to the 1977 edition)
In Mr. Batsis' work, with clarity and simplicity that truly captivate, the views of technicians on the possibilities of the heavy metallurgical and chemical industry are developed. The conclusions of the technical studies are given regarding the existence of the prerequisites, namely the mineral and energy wealth, and assessments are formulated concerning the value of the numbers that characterize the volume of reserves and energy potential.
Cost, price, and distribution of electricity become the subject of detailed investigation, and the energy finds its solution within the framework of popular reconstruction. Heavy industry as a key factor in the internal formation and organic development of the national economy is the main economic position of the work. (N. Kitsíkis, from his preface to the first edition, May 1947)
