The quest for the establishment of an enlightened political system in Greece began to be discussed among Greek intellectuals in Europe in the early 19th century, initiated by Adamantios Korais - the most famous Greek intellectual of his time.
This same quest was revived on the same basis established by Korais in the 19th century by another well-known Greek philosopher and educator, Evangelos Papanoutsos, in the early 20th century; this occurred because Greece's political problem remained the same: the Greeks had freed themselves from tyrants by the time of Papanoutsos, but had not liberated themselves from the tyranny within.
Papanoutsos, presenting the issue of Greece's democratic progress, drew the attention of his compatriots, just as Korais had done earlier, to the fact that they should rely on themselves alone if they truly aspired, if they wanted to substantiate their democratic political system. They should not rely on the European or American model nor imitate Europeans and Americans. On the contrary, they should incorporate into the brilliant legacy bequeathed to them by their ancestors anything beneficial that the 'developed' world had to offer.
