The story unfolds in a state institution. The resident patients, essentially confined and isolated, are recorded and referred to by a code number based on the regulations.
They exist under the absolute jurisdiction of state employees and are turned into pawns, victims of the whims of the staff, which in turn transforms from perpetrator to victim of the state bureaucracy it serves.
