The 5th volume of the Complete Works of I. V. Stalin contains writings from the period 1921-1923.

The main content of the volume consists of articles, reports, and speeches regarding the Party's tasks related to the reconstruction of the people's economy, the new forms of alliance between the working class and the peasantry within the conditions of NEP, the strengthening of the organizational and ideological unity of the Party, and the forms and methods of connecting the Party with the masses.

A significant portion of the works included in the 5th volume is dedicated to the development of the Leninist teaching on the political strategy and tactics of the Bolshevik Party, the development of the theory of the national question, the national policy of the Bolshevik Party, the rebuilding of the Soviet multinational state, and the formulation of the key positions of the first Constitution of the USSR.
