The First Congress of the Communist International took place from March 2-6, 1919, in Moscow. There, Lenin raised the issue of creating a new, proletarian International, free from opportunism, with his positions on "The Tasks of the Revolutionary Social Democracy in the European War" and his declaration "The War and the Social Democracy of Russia," written between August and September 1914.

On March 2, 1919, the work of the international communist conference began. Central to the conference's proceedings were Lenin's positions and presentation on bourgeois democracy and the dictatorship of the proletariat. […] The conference unanimously expressed solidarity with Lenin's positions and voted to have them read at the Office for broad dissemination in various countries. On March 4, the action program of the Communist International was also approved, summarized by the following main points: 1). the inevitability of replacing the capitalist social system with a communist one, 2). the need for the revolutionary struggle of the proletariat to overthrow bourgeois governments, 3). the elimination of the bourgeois state and its replacement by a new type of state, the proletarian state, a Soviet-style state that will ensure the transition to a communist society.
