The successful organization of the 2nd Panhellenic Conference with international participation, conducted by the Hellenic Society of Special Pedagogy from April 15-18, 2010 (2,230 attendees from all geographical regions of the country, 180 presenters, 4 university teachers from abroad, 19 symposiums) and the earnest pursuit of knowledge concerning the sensitive area of Special Education served as one of the motivations for our Society to organize the 3rd Panhellenic Conference.

Furthermore, the modern key remarks at both the scientific-research and educational-practical levels, which relate to the contemporary dilemmas and prospects of Special Education, shaped the philosophy, positions, and goals of the Conference.

The transitional nature of thinking and application choices, which characterizes many areas of social and economic life in our time, is clearly reflected in the field of Special Education. Having relatively successfully transitioned (a) from the phase of marginalization and isolation of individuals with special needs to the phase of recognizing equal rights and their social acceptance and (b) from the phase of "employment" in special education structures to the phase of providing systematic educational services in general schools, Special Education now faces a series of challenges that promise hopeful prospects but also create difficult dilemmas.

The challenges, as well as the prospects and dilemmas associated with them, refer to almost the entire spectrum of the structural elements of Special Education and include issues such as: terminology, processes for detecting special needs, organization of teaching programs and training of personnel, responsiveness in teaching, and applicability of differentiated instruction, enriching programs with new subjects (e.g., self-determination).

It is worth specifically addressing the training and utilization of Special Education personnel. Modern demands necessitate the redesign of relevant programs. Professionals and educators providing special services, such as the diagnosis of special needs or parallel support, must possess substantial qualifications and not just formal training.
