The book examines the present and, in light of the Intergovernmental Conference of 1996, the future of the common foreign policy and common security policy of the European Union, two areas of activity that the author, following the traditional vocabulary of international relations, refers to as Diplomacy and Strategy.
Based on an interdisciplinary and synthetic methodological approach, the existing relevant provisions of the Treaty are studied along with the factors, causes, and negotiation compromises through which the current form of the European Union's Diplomacy and Strategy has crystallized.
The main conclusion: Diplomacy is the result of compromise among the leaders of the three European powers at the average level, while Strategy is the compromise at the minimum common denominator, essentially the predominance of the positions of the 'Atlanteans'.
With this logic in mind and with the goal of diagnosing potential developments during the intergovernmental conference of 1996, the situation of the international and European system and the Union's adaptation needs (e.g., in light of the prospects for enlargement) are thoroughly presented, as well as the positions of the factors shaping Diplomacy and Strategy and the assessments of the Treaty’s dysfunctions and improvement needs.
The detailed presentation of the states' positions initially focuses on general issues that directly influence Diplomacy and Strategy, such as the future (federal or intergovernmental) nature of the Union, differentiated integration, the 'core', the future of the Franco-German 'axis', and potential restructuring of the institutions.
Subsequently, attention shifts to specific issues, such as the communitization or not of Diplomacy, the abolition or not of the veto, the establishment or not of the 'constructive abstention clause', and the reassessment or not of the weight of member states' votes.
Specifically regarding Strategy, the issue of further rapprochement between the European Community and the European Union is examined. In relation to Greece, the benefits that our country has gained, particularly in the area of Strategy, are evaluated, and the positions of the government and opposition parties regarding the intergovernmental conference of 1996 are presented.
