Aristophanes saw his homeland Athens 'sinning' (in the ancient sense of the word here). Initially, he tried to ignore the flow of History. Then he tried to interrupt it (utopia). He longed for History to be frozen at the moment of the greatest glory and victory of man, in the Golden Age.
Two Athenian bourgeois will take refuge in the kingdom of birds, to live and free themselves from the woes of the city. Ultimately, even there they will establish and organize a city again, with all the woes and flaws they wanted to avoid. Utopia: the 'woes' they carried within them. The city will follow you.
