The Conference clearly highlighted that there is no Rule of Law when, in a State, society operates without Justice, and also when Justice is not dedicated to serving the Social collective and, consequently, the public interest.

The judicial system, isolated from the problems of society and the individual, is meaningless and functions negatively, resulting in, instead of protecting freedom and substantive justice, jeopardizing them. The judiciary is legitimate when justice is effectively administered by personally and operationally independent judges, in a reasonable timeframe, through well-reasoned, concise, and convincing decisions, even to people without specialized legal knowledge.

Justice must be governed by the principles of impartiality, transparency, the rule of law, and accountability; it must uphold integrity and not seek to be liked by a specific audience, whether by the rulers or the public; in this way, public trust in it is strengthened.

Judicial decisions, which are not only addressed to the court that issued them or to the parties involved but to the entire country, should be accessible to the public after being appropriately anonymized. They should also be subject to critique, provided this critique does not discredit the entire judicial system.

Furthermore, judicial officials, considering their significant role, must express themselves with particular self-restraint, both in fulfilling their duties and in their private lives. The adoption of a Code of Conduct would serve as a guiding contribution in this regard.

Also, the bond between Justice and Society is reinforced when there is timely and credible communication of the Judiciary with the general public, which requires, on one hand, establishing an organized institutional framework for information dissemination, and on the other hand, the application of journalistic ethics principles.
