The book describes a proposal for a new policy against unemployment. The overall concept involves an innovative "entrepreneurial" activity, but without any business from capital holders and, therefore, without any risk. The state regulates the critical issues, with the necessary institutional structures.
There is a combination of funding: a large part of the funding is private. Public co-financing is significant but minimal and partially refundable. Local authorities coordinate the process. All economic actors actively participate in this process.
The unemployed work as self-employed individuals. This policy includes initial funding from capital holders (joint deposit accounts are created within commercial banks with a special interest rate). Citizens, as consumers of the services offered by the beneficiaries, participate in financing the program. Special values are created for the payment of the beneficiaries (from the group of unemployed).
The remuneration of the beneficiaries is absolutely included in the values. The values include the contribution to the social security system and the corresponding taxation. The functioning of the policy creates dividends from the returns, for the beneficiaries and shareholders. The implementation of this radical policy has none of the problems of previous intervention models. Unemployment could become an issue of the past for our culture.
