    Disappointing product. It does not stabilize the voltage, unless mine is defective. The output voltmeter constantly shows 230V (supposedly it adjusts the voltage to this value), but if you measure the output voltage with a multimeter, it is always the same as the input voltage, meaning that if the input is 223V, the output is 223V; if the input is 237V, the output is 237V; if the input is 240V, the output is 240V. I haven't seen yet how it works with voltage lower than 220V or higher than 240V, meaning in a serious network anomaly, but in any case, the output voltmeter is decorative and misleading. What actually works is the delay.
