The European phenomenon has a historical depth from which regulatory factors emerge each time, obliging us to take them into account with their enduring power.

Where politicians see the "glass of European unity" half full, historians can only see it as half empty. The historical perspective of European integration "over the long term" creates a different outlook. It diminishes the significance of the European Union as a unifying effort and demonstrates that European unity continues to elude us.
