Description

The 1937 Plan of the National United Party represents the expression of a democratic and parliamentary Constitution, with the Executive Power significantly strengthened, so rightly the author characterizes the parliamentary system introduced by the Plan as "canned" due to the evident limitation of the powers of the Representative Bodies.

However, it explains that with this Plan, P. Kanellopoulos did not only seek the exercise of constitutional politics. The Plan was a much broader political act aimed at surpassing Metaxas in his claims about the profound crisis of the parliamentary system of government, which the dictator of August 4 attributed to "parliamentary rule".

For the same reason, the author of the Plan attacks the parties that deny freedom of speech and, generally, democratic freedoms, in order to strip Metaxas of his "alibi" of anti-communism.

For the same reason, the author of the Plan speaks extensively about the "national idea," the "nation-state," and other concepts that belonged to the political vocabulary of the dictatorship.

The author is certain that in a future National Assembly convened under conditions of freedom, Kanellopoulos would modify some of the positions included in the Plan, such as those related to the regulation of relations between workers and employers, which he referred to exclusively as mandatory arbitration.

Therefore, the 1937 Plan did not express the definitive constitutional ideas of the National United Party, but primarily served as a means to combat the then-existing authoritarian regime.
