According to COLREG 72, all all-round lights must be positioned higher than the sidelights, so it is easier for passing vessels to estimate their position relative to yours and the direction of travel.
They may be obscured by passengers or objects if positioned low. The all-round light range includes telescopic, retractable and covers all needs. They can be used on sailboats smaller than 20m.
