The winner of a war imposes his will. Otherwise, he would not be a winner. Usually, he imposes it in the name of freedom. The winner is not responsible for anything. The loser is responsible for everything and must pay for it all.

This has always been the case in the past. It is happening in the present. It will continue to happen in the future. The 'Nuremberg Trial' is one evidence of this truth.
