As an increasing number of individuals, both adults and minors, use bicycles either for their daily commutes or for physical exercise, it is important for riders to be aware of the relevant regulations of the Highway Code, both for their personal safety and to avoid administrative penalties.
Even more crucial is the information provided to minors, as well as their parents, about the correct way to operate and ride bicycles. This was, after all, the main thought that highlighted the need for this writing, combined with the recent Law 4784/2021, which includes both amendments to old regulations and new regulations.
It should be noted that with the aforementioned law, regulations are also introduced for electric scooters E.P.H.O. [= Light Personal Electric Vehicle], the use of which has become particularly widespread and popular in recent years, especially among minors. An interesting point is that certain legislative regulations apply similarly to both bicycles and E.P.H.O.s. Therefore, just as bicycle riders must be informed about the legal operating methods of E.P.H.O.s, E.P.H.O. riders must also be aware of the related penalties.
Taking the above into account, this work serves as a brief guide that aims to inform and "protect" bicycle and scooter riders, written in clear and understandable language for both legal professionals and any rider of these vehicles, whether adult or minor, and every parent or educator interested in gaining knowledge as well as a proper approach for the adequate information of minor riders.
