The strategy of the "permanent campaign" emerged for the first time in the United States (USA) in the late 1960s and has been utilized ever since. Within this framework, the election campaign for the winner of the presidential elections does not stop on election day but continues in the form of a "permanent campaign" throughout the entire duration of the term until the next elections.

The goal for the elected president is to maintain high levels of popularity in order to increase the chances of re-election. Similar trends have been observed in parliamentary systems in Europe. The popularity of prime ministers is indeed a significant factor influencing electoral behavior. Their popularity tends to be considered a key source of political power, allowing them to maintain or strengthen their political authority and effectively promote government policy.

This study examines the communication strategy of three Greek prime ministers from the perspective of the "permanent campaign." These prime ministers are Costas Simitis (1996-2004), Costas Karamanlis (2004-2009), and George Papandreou (2009-2011). The study is based on both primary and secondary empirical data obtained from interviews conducted with former prime ministers, prime ministerial advisors, ministers, government representatives, communication experts, and pollsters from both the PASOK and ND governments, as well as journalists.
