Every society, both small and large, whether in the village, the countryside, or the city, has many who are weak in faith, and many – by their own choice – despise faith and the life in Christ.
Every preacher of the Gospel, especially the bishop, must create conditions for the "door" to open, meaning that his word should be heard willingly. He must avoid a prosecutorial tone. And, when necessary, he should use it only for those within; only for those who accept his word.
"It is not my job to judge those outside the church. God will judge them." (1 Cor. 5:12). The shepherd directs rebuke only to those "within," to the faithful. To those who are estranged, he should only address words of encouragement and counsel.
