The law 4009/2011, which was voted on 30.8.2011 and published in the Government Gazette on 6.9.2011 (FEK A' 195), undoubtedly brings crucial changes to Greek higher education and therefore arouses interest not only among legal professionals, but also the entire academic community. At the same time, this law poses a real challenge for commentary by constitutional theory, as a series of issues arise in relation to both Article 16 and other provisions of the current Constitution. This book at hand is a first and necessarily somewhat rushed attempt to contribute to the scientific debate that is now opening up for all of these. To facilitate understanding by the non-specialist reader, the texts of the law, its explanatory memorandum, and the relevant report of the parliamentary scientific service are provided as an appendix.
