With 600 watts the fuse didn't blow and the job of heating the room still gets done these days in this particular room.
    The watts, combined with the losses that each room has, may be enough but may not be enough. There are spaces that are heated with 600 watts and spaces that need 1600 or 2600 watts.
    If they are heated by neighboring apartments, if it is very cold outside, if there are large windows, if there is a pilotis below or a terrace above, if it has old frames with single glazing, if it is north-facing or south-facing.
    There are many factors that count in the final result and what may be enough in one case may do nothing in another. And many people who are unfamiliar with energy issues give poor ratings to heating devices because they expected that with 600 watts they would get more heat than when they used a 2000-watt heater...
