The plot of the book starts with the enormous inheritance left behind after the death of an Indian begum (that is, a lady of high rank) to two individuals: a visionary French doctor and a German militarist.
The two heirs use the money to establish two cities in America, each according to their own ideals.
The Frenchman establishes a utopian city, while the German creates a dystopian one. The French city is designed to ensure a happy life for its residents, with a clean environment, social services, spiritual development, and sports in line with Plato's utopia.
The German city is based on militaristic organization and secrecy; it is heavily industrialized, ruthlessly exploits every natural resource, and causes massive destruction to the environment. The activities of its residents are focused on the dream of its leader, global dominance.
