3M Scotch 23 self-fusing insulating tape is made from EPR (ethylene propylene rubber) and is designed for electrical applications. It stretches by up to 100% and conforms to connections, creating a seamless insulation layer that resists moisture.

The polyester liner does not stick to the tape as it is unwound. The tape remains unvulcanized and stable during storage, and can be used in low- or high-voltage applications and on connections up to 69 kV.
