The strategy game Beholder 3 for PS4 places Frank Schwarz in a totalitarian state that controls its citizens through oppressive laws, surveillance and intimidation. After losing his job at the ministry, he agrees to work as a spy while also taking on the role of an apartment building manager. To climb the ranks again, he carries out ministry missions and spies on colleagues and superiors.

Missions include searching apartments and offices, installing surveillance cameras and promoting state ideology. Meanwhile, Frank looks after the apartment building, pays bills, repairs apartments and keeps the tenants satisfied. Different political factions are vying for power, giving the player the option to choose a side or turn the factions against one another.
