I did a test as follows:
On Yato Spatula for Multi-Tool 52mm YT-34688, I glued one side and on top of it, I cut and placed one of those sandpapers with velcro, an old one I had, I placed the whole thing on a Dewalt oscillating multi-tool and started sanding shutters.
Wonderful! Excellent!, I need to find something wider because this spatula is a bit narrow but the trick works and it's very good.
In this case, this specific type of velcro is very very good, and the glue that stuck it on and its scratchy part, the velcro that is!!

Θαυμα! εξαιρετικο!, θελει να βρω κατι πιο φαρδυ γιατι αυτη η σπατουλα ειναι λιγο στενη αλλα δουλευει το κολπο και ειναι και πολυ καλο.
Επι του προκειμενου, αυτος ο συγκεκριμενος τυπος velcro ειναι πολυ πολυ καλος, και η κολα που το κολησε επανω και το χριτς χρατς του, το velcro του δηλαδη!!
They are the best out of dozens I have tried.
They are worth their money and they don't come off easily unless you pull them off yourself.
The interesting thing is that they stick even on leather.
