It doesn't look like it, but it does something, especially if you put ice in it. It's like a small USB fan or if you look inside, it's like a case fan for computers. It makes noise.

I bought two, one for the office and placed it about 1 meter away. During very hot days, water is essential, preferably cold. How often you refill it depends on usage. Personally, I filled it twice during an 8-hour shift. Honest for its price. The fan's rotation speed at the 3rd level is moderate and a bit noisy. I've been using them for 2-3 months and they still hold up. There is also a timer. The low price is also due to the build quality, which is entirely plastic. Nevertheless, it is effective and does the job at a close distance.

The only real complaint is that placing cold water and ice does not affect the performance, unfortunately. The compartment where the water/ice goes is used only for vaporization, so regardless of its temperature, you will get a specific level of coolness. There are others on the market with a more targeted and rational operating mechanism where you put cold water and ice inside, close to the fan area, so they blow cold air at you. Another issue that came up for me, but I don't consider it standard for all batches, is that within a month it stopped working... Overall, for its price, I consider it decent.

Even if it lasts only a month, it will have paid for itself. During the big heatwaves at the office where I use it, it literally saved me. Its misting feature is worth every penny. At one meter away, its air feels like air from an air conditioner. It's like sitting in front of an air-conditioner. I would buy it again without hesitation.

Very good for what it does.
I don't like the quality of the plastic (it doesn't fit well) but it was probably just this one.
