The general mode of operation of the traffic lights controlled by the panel is as seen in the following typical use case. It concerns the traffic problem that arises when we have 2 opposing directions of traffic which are forced at some point to alternately use a common lane.

The goal is for vehicles from one direction to pass, alternately, for a period of time, and for vehicles from the other direction for another period. Obviously, it should never be allowed for both directions to pass simultaneously, while to avoid collisions, there must be sufficient time between direction changes where both traffic lights will be red, allowing enough time for the common lane to clear of any passing vehicles.
