This monograph aims, at the outset, to present the proposals submitted by the British Government within the framework of its foreign policy before the granting of independence to the Republic of Cyprus in 1959. It initially examines the essence of the ideas that were incorporated into the constitutional drafts for Cyprus as they developed during the negotiations.
It then provides an analysis of the structure and peculiarities of the current Cypriot Constitution. It also includes thoughts on a solution to the Cyprus problem and concludes that, despite its weaknesses, this political Constitution, with certain fundamental amendments, could serve as the basis for a viable solution to the pending international Cyprus Issue.
Secondly, the role of the United States in the Cyprus dispute has been extremely significant. This has particularly been the case since 1960 and onward. Therefore, it becomes necessary to examine their role in depth. This chapter mainly constitutes an analysis of American policy towards Cyprus as follows: (i) U.S. policy during the colonial period of the Cyprus issue, (ii) the independent Republic of Cyprus and the United States, (iii) the Acheson Plan, and (iv) the events leading to 1974 and the role of the U.S.
Thirdly, this monograph explores the role of Western Powers, particularly the United States, within the framework of United Nations efforts to resolve the Cyprus Problem. The analysis proceeds in four directions: (a) the period before independence, (b) the period after the intercommunal struggles up to 1974, (c) the period from the Turkish intervention in 1974 to the present day, and (d) an evaluation of the role of UN Political Organs in the resolution of international disputes.
Finally, the monograph analyzes the security policy that should be pursued for the resolution of the international problem of Cyprus. It initially demonstrates that the international community through the United Nations has failed to provide security for Cyprus in recent decades. It shows that the system of Guarantor Powers does not comply with the rules of international political ethics. It then explores ways in which security can be achieved in cooperation with the Government of the United Kingdom and the British Sovereign Bases. Furthermore, it extensively examines how NATO and, particularly, the United States, Greece, and Israel could contribute productively to security arrangements on the island. Additionally, the policy of natural gas is mentioned as a factor that could secure stability in the Mediterranean region within the current negotiations for a solution to the Cyprus issue.
