The increasing social complexity and differentiation impact the reorganization of the state's response to deviance and its orientation towards new forms of control, which do not have an obvious repressive content but are more sophisticated, complex, and tailored to various situations.
These forms of control are not legitimized through rules of ethics but through a technocratic concept of security. This very incidental and continually changing form of control with an increasingly pronounced technical character interprets the de-ethicalization of control. It also interprets its fragmentation as well as the proliferation of private control.
The new forms of control aim at the security of places, spaces, and situations. Increasingly, it is no longer of concern whether there are drug-dependent individuals or criminals acting in society, as long as social control operates and security exists in demarcated environments. Therefore, the new control system is flexible enough to be able to expand, diffuse, and alter its operational framework.
