The first volume of the Administrative Law Manual corresponds to contemporary views in the science of administrative law and is one of the most fundamental manuals in legal thought on Administrative Law.

This is the intellectual creation of the late Professor E. Spiliotopoulos, one of the most significant academics and legal educators in our country. The 16th edition of the work has been edited by V. Kondylis, who closely collaborated with Professor E. Spiliotopoulos for this purpose in recent years, succeeding him in the continuation of this important work.

The sixteenth edition of the Administrative Law Manual is necessitated by the need for updates due to, on one hand, the plethora of new legislative and regulatory provisions that were enacted as a result of the coronavirus crisis and its management, and, on the other hand, the rich case law, particularly from the Council of State. The updates concern all chapters of the Manual. A significant portion of the provisions related to PART B, concerning the Organization of Public Administration, have changed radically compared to the previous 15th edition, especially after the recent laws 4804/2021, 5056/2023, and 5062/2023.

The use of algorithms, both in Public Administration and Justice, raises the issue of redefining the content of classic general principles of administrative law such as the prohibition of discrimination, the proper functioning of Administration, the legitimate expectations of the governed, as well as the justification of administrative acts.

The first volume of the Manual covers the material of substantive administrative law. The formulations in the Manual are concise, and to avoid many repetitions, references are made to numbered paragraphs and footnotes. Specifically, in the Introduction, the concepts of legal order, administrative body, and legal entities are explained.

The work is divided into two parts. The first part analyzes the legal status of Public Administration. The first chapter conceptually approaches the terms administration, public service, and administrative law. The second chapter refers to the sources of Administrative Law. In the third chapter, the Fundamental Principles of Administrative Action are presented, focusing on the principle of legality.

Subsequently, the definition of Administrative Act and its producing organs is given. Administrative bodies, their types, and their competences are developed in a separate chapter. Additionally, in individual sections, the Administrative Contract and the Extracontractual Liability of the Public Administration are analyzed.

The second part addresses the Organization of Public Administration. The work is comprehensively updated with significant, rich, and current case law from the Supreme Special Court, the Council of State, and administrative courts. Each chapter is accompanied by valuable literature and articles.

This is a user-friendly, comprehensive, and updated guide not only for students but also for anyone applying administrative law.
