These are wire terminals made from a brass alloy with a galvanized coating, insulated with polyvinyl chloride. They are used as non-insulated terminals, as the insulated part protects the conductors from bending and breaking at the connection point while simultaneously protecting personnel from direct contact with conductive parts.
The connection is made through mechanical pressure using crimping pliers.
