It examines the many constraints of current silt management practices, such as the short-term efforts to keep dynamic ecosystems from changing, the failure to assess silt as a resource, and the uneven decision-making process. Contrary to these conditions, the DRC proposes a design approach with silt that is adaptive, sound, and equitable.
