The kingdom has fallen apart, the cities are divided, and the people are distrustful. The newly crowned ruler, El Cascadero, seeks to reunite the land, but he cannot do it alone. Therefore, he appoints four ministers to visit the people and restore political harmony. While the ministers are responsible for bringing prosperity across the land, each one also has a specific duty: Agriculture, Creation, Mining, and Markets. El Cascadero also records his ministers' achievements in his book.
Cascadero is the next epic tile placement strategy game from renowned designer Reiner Knizia. The ministers visit the cities by placing their envoys beside them. However, the cities are suspicious of individual envoys, so newly placed envoys will only score points if they are part of an established group or carry an official seal from El Cascadero himself. Cities with Royal Messengers or a history of envoy visits are even more valuable, as they collaborate to achieve even greater successes.
Players must decide between two competing strategies: build large chains of envoys to achieve synergies and goals or create smaller, distinct groups of envoys to trigger city scoring early. Both strategies will earn victory points; however, victory points are meaningless if they do not also reach the end of their claimed success track.
By activating a city's scoring, players move along that city's success track, earning bonuses as they pass through. Bonuses include gaining victory points, advancing on any success track, claiming an official seal, repositioning an envoy, or even the competitive opportunity for extra movement. Through careful timing and clever planning, players can activate a combination of exciting bonuses that will tilt the odds in their favor.
Cascadero offers rich replayability through emerging player interactions, variable board and tile layouts, and an advanced player mode with roaming messengers. However, the game always ends in one of two ways: when a player reaches fifty victory points or must place a tile but has no tiles left. Players who reach the end of their claimed success track are potential winners, and the one with the most victory points wins.
