The endowments and scholarships offered to the state's institutional bodies (Ministry of Ecclesiastical and Public Education, University, Academy) served as a means of developing both the educational institution and the reformation of the economy. After all, the Greek state since its establishment had a large public debt that did not allow it to pursue independent and autonomous policies, even in the educational sector.
