Some regions of the world are predisposed, in a negative sense, to be at the forefront of international statistics describing social and health aspects. These regions are sub-Saharan Africa, Southeast Asia, India, China (to a lesser extent), and areas of South America. The area with the most severe and persistent problems is sub-Saharan Africa. The other regions can be conditionally improved.
This geographic term has developed into a synonym for misery, hunger, infections numbering in the millions, and deadly conflicts. Rapes are so frequent that they are considered war crimes! Improvement is not yet in sight, as forecasts tend to lean towards deterioration.
The common characteristic of all these world regions is the long, inhumane, and exploitative colonization by European countries up to recent times, with massive, sometimes military interventions in the formation of governments and partially involuntary transitions to independence without any preparation.
Galeano sarcastically mentions in his extraordinary book the cultural legacy of the colonial powers: In Tanzania, England left behind two engineers and 12 doctors; Spain in Western Sahara left a doctor, a lawyer, and a businessman; Portugal in Mozambique left 99% of the population illiterate, no scientists, and no university. The infrastructure of these and other African countries is catastrophic, and the maturity to self-govern and elect democratic governments is systematically undermined, if not fought against!
Culture is a term that is mistakenly always meant positively. But culture is an ambivalent term. Culture is music, theater, literature, but also genocide, environmental destruction, corruption, torture. The years of repeated millions of infections and deaths in sub-Saharan Africa, mainly due to AIDS, tuberculosis, malaria, as well as chronic hunger and malnutrition, have developed into a culture of infection and hunger in these countries, encouraging the wealthy industrial nations to adopt a culture of tolerance.
