Inspired by the real-life Las Vegas casino executive and Mafia associate, the late Frank Lawrence "Lefty" Rosenthal, Sam "Ace" Rothstein is sent to Las Vegas to run the Tangiers Casino, which is funded by the Teamsters Union, on behalf of several Midwestern Mafia families.
Ace becomes the de facto boss of the Tangiers Casino and doubles the business's profits, which end up with the Mafia before being reported to the tax authorities.
