“As (I. Kapodistrias) mentions in a letter to Metropolitan Ignatios (April 12/24, 1823): ‘Already since last year, the idea of a work about the current situation of Greece has been the subject of my most pleasant occupations and my wishes.’ Regarding the ‘idea of the work,’ he clarifies that the aim is ‘…to show, on the one hand to the European Governments, and on the other to our compatriots, the truth … in all its aspects.’

Kapodistrias hastens immediately to announce the purpose, the ‘idea of his work’: ‘One will, I hope, be easily convinced:… That the Greeks have never ceased to constitute a nation in the true sense.’ He will point this out explicitly, referring to the consequences of the claim regarding the rupture of the historical continuity of Hellenism, saying that the followers of the Enlightenment, by intervening in its history, caused great harm to the interests of the nation: ‘The harm that foreign policy has done to us intentionally, and the good it has done us unintentionally, is nothing but the clear and simple result of the profound ignorance in which it finds itself regarding the true state of affairs in Greece and in Turkey.’

He will add, so as to leave no room for doubt about what he means: ‘Enlightened policy will no longer be able to harm us as much as it used to, basing its plans in the future as in the past on false premises.’ In this respect, the difference in perspective between Kapodistrias and Korais becomes interesting: in a turn of phrase, he points out how disastrous it would be for the nation to be liberated not by its own forces but by the hand of foreigners, or to be placed under their ideological and political protection.

Invoking Russia, he will admit that in this case, analogous to the ‘Greco-French’ program of Korais, this path would result in the creation of a ‘Russo-Greek’ instead of a Greek nation, that is, in its ideological mortgaging at the price of dependence on its benefactor.
