Having observed the administrative reforms in our country since the early years of the Metapolitefsi and having contributed to some of them, the conclusion has been reached that the political-administrative system is characterized by "legislative preparation bias." We constantly draft laws without usually taking care of their implementation, and we have become accustomed to this situation, treating it with complacency, as if it were an atavistic characteristic of our race.
This complacency is disrupted by the present study, which was prepared by a group of public officials and experts and is published as a book by KEDKE and EETAA, by Papazisis Publications. The study is a reflection and evaluation of the administrative reforms of decentralization and local self-government in Greece during the Metapolitefsi and attempts to establish the "institutional memory" of the reform techniques of these reforms, proposing its utilization as a matrix for the next significant administrative reform.
The study concludes by proposing the "Emm. Roidis Toolbox" with 4 reform tools, the "Reform Methodology 'Eupalinos'," 4 techniques for reforming competencies, and 10 reform steps.
In conclusion, this book serves as a valuable "Guide" not only for assessing the administrative reforms of past years but also for estimating the prospects of success for the legislative initiatives of the coming years, based on the reform methodology and the tools they use (or do not use) and the roadmap of the steps they follow (or do not follow).
