After a wave of immigration, Japan has become an explosive mix of people and cultures, unsettled by protests from xenophobic extremists unhappy with the new situation. The daring, working Riko rides her scooter through one of these protests when she sees a boy in danger of being run over by a loader.

Riko manages to save him and, in the hours that follow, finds herself looking after Eito. Riko takes Eito out for a scoop of ramen, but just as they are about to eat, Eito is shot at by a remote military sniper.
